Todd D. Kanaster ASA, FCA, MAAA

Todd Kanaster is a Director at S&P Global Ratings in Americas Public

Finance and credit analyst within the Cross Analytic Practice Expertise

team. Kanaster serves as a nationwide market specialist for State and

Local Government pensions and leader of the S&P Local Industry Focus

Team (LIFT) for state & municipal pension and retiree healthcare (OPEB)

plans. LIFT responsibilities include leading in the establishment of company

policy and processes on pension/OPEB credit risk identification

and mitigation analysis, speaking and publishing on behalf of S&P

Global Ratings about pension and retiree medical benefits and credit

risks and managing the team and providing expertise for individual

credit ratings. In addition to credit analysis and pension leadership,

Kanaster is a cryptocurrency & blockchain resource in the S&P Cyber &

Decentralized Finance (DeFi) teams, and member of the S&P Accounting

Task Force. He joined S&P in the fall of 2016 and works in the Englewood,

CO office. Prior to joining S&P Global Ratings, Kanaster spent 16

years as a public-sector consulting actuary, with clients including the

states of Alaska and Wyoming, at several consulting firms including

Buck Consultants and Gabriel, Roeder, Smith & Co. He has extensive

experience with the preparation and presentation of valuations, cash

flow projections, legislative fiscal notes, and other material needed for

employers ranging from small municipalities to large state systems. He

is an Associate of the Society of Actuaries, Member of the American

Academy of Actuaries, and Fellow of the Conference of Consulting Actuaries

(CCA) and participates on the CCA Annual Meeting Planning Committee.

He holds a bachelor’s degree from Northern Arizona University

as well as a master’s degree in mathematics with economics emphasis

from the University of Colorado at Boulder.
